This report has been in the War Office since the 29th July last. I see this letter is marked "Pressing!"

The proposals in the Report are practically what I submitted to the Committee & should, I think, be adopted by the Sec of State on behalf of the Govt of Hongkong.

It simply amounts to the Hongkong Govt paying 1/3 of the cost (including the value of the Land) of all Military buildings, the Imperial Govt paying 2/3.

This arrangement is already agreed to in regard to the existing buildings & to make it applicable to future buildings.

I submit, a very good bargain for the Colony.
